Krikorian likened it to random tax audits by the Internal Revenue Service or speed traps by local police.

“We pushed very hard that there has to be a percentage of the resources [that] have to be for random deportations,” said Roy Beck, the executive director of Numbers USA.

Making illegal immigration a non-deportable offense has long been a goal of many anti-enforcement activists but their radical proposal is only now becoming apparent to much of the public. For most of President Obama's term, the claim of record deportations had the public and the media focused on what was happening in the interior of the country.

Congress continues to issue over 1 million green cards and approximately 700,000 temporary guest worker visas a year. The Senate immigration bill and its House counterpart would double those numbers, a fact that tends to go unnoticed in the media. I often wonder if immigration reporters and their colleagues who cover employment and the economy read each other's stories.

Rand Paul to GOP: Get 'Beyond Deportation' to Win Hispanic Voters

Before a potential 2016 presidential run, Paul is trying to broaden his organization and fundraising to include more establishment donors. Many of them believe that Hispanic voters will give Republicans a chance only if Republicans soften on issues like comprehensive immigration reform and amnesty. They don't take into account that amnestied voters would be a way for Democrats to import more voters, as Rosemary Jenks of Numbers USA has often said. Moreover, Hispanics did not move over to the GOP after the last massive amnesty legislation in 1986.

High deportation figures are misleading

Published:

Immigration activists have sharply criticized President Obama for a rising volume of deportations, labeling him the "deporter in chief" and staging large protests that have harmed his standing with some Latinos, a key group of voters for Democrats.

But the portrait of a steadily increasing number of deportations rests on statistics that conceal almost as much as they disclose. A closer examination shows that immigrants living illegally in most of the continental U.S. are less likely to be deported today than before Obama came to office, according to immigration data.
