Public Description:  

H.R. 688, the SAFER Act, would: eliminate chain migration with the exception of parents; eliminate the unskilled worker visa category that current grants 10,000 visas to unskilled workers every year; reduce annual refugee admissions by about half; reduce annual immigration levels by 50,000 through elimination of the visa lottery program; increase Border Patrol agents and INS inspectors; authorize the use of the military on the border; and require screening and tracking of aliens; and increase interior enforcement by requiring travel and consular documents and social security cards to be secure and implementing employment eligibility verification.
