The Daily Caller obtained a USCIS guidance memo that announces the agency will reopen cases in which certain criminals were denied provisional unlawful presence waivers. Commenting on the new guidance NumbersUSA's Rosemary Jenks said, “The fact that they are announcing it is unprecedented…(T)hey are essentially putting up a sign that says ‘petty criminals welcome.’”
