Rewards: H.R. 279 (2007)

H.R. 279, Social Security Totalization Agreement Reform Act of 2007, would require all Social Security totalization agreements to be treated as bilateral trade agreements, thus requiring both houses of Congress to pass a resolution approving such an agreement before it could take effect; and shifts the burden to the advocates of a totalization agreement to prove its merits, as opposed to gridlock resulting in an agreement becoming operative (i.e., current law states that agreements go into effect automatically within 60 days after the President submits the agreement to Congress unless either chamber passes a resolution disapproving the agreement).
