In yet another attempt to persuade Americans that illegal immigration is good for them, the libertarian CATO Institute is waging a campaign claiming that foreign workers (legal or illegal) don't harm American workers -- they just take jobs that Americans wouldn't do anyway. I'll bet you an integrity burrito that I prove CATO wrong at any number of Chipotle restaurants across the country.

Rep. John Carter (R-Texas) has introduced bi-partisan legislation that would require all employers in the United States to use E-Verify for both new hires and existing employees. The Jobs Recovery by Ensuring a Legal American Workforce Act of 2011 (H.R.800) was introduced with three original co-sponsors, including two Democrats from North Carolina -- Reps. Mike McIntyre and Heath Shuler. Rep. Louie Gohmert (R-Texas) is also a co-sponsor.

We've been watching Members of the House all day and evening as they heatedly debate attempts to make painfully large cuts in various federal programs that will result in no more than paltry cuts in the overall federal deficit.

One Member raises what to him/her seems expendable or even foolish spending and argues for elimination or deep cuts.  Then another Member -- often of the same Party -- takes the mike and gives detailed explanations for why that spending has deep ramifications for the economy (especially of that Member's District) and for the future of humankind.

The House Judiciary Subcommittee on Immigration Policy and Enforcement hosted a hearing Thursday morning on the merits of E-Verify and its capability to protect American jobs from illegal workers. The Committee conducted a demonstration of the E-Verify where it made its case as a quick, easy, and user-friendly program for determining the employment eligibility of a new employee. But that didn't keep some of the more skeptical Members from offering their opposition.

We were all holding our breaths when Pres. Obama told the U.S. Chamber of Commerce that there are a few areas where the two agree and can work together. The fact is, they both want to dramatically increase the number of foreign workers to compete with our unemployed Americans. But the President didn't mention it. And neither did the Chamber. Virginia Senate Committee Approves E-Verify

A Virginia State Senate Committee has unanimously approved a bill (SB1049) that would require the mandatory use of E-Verify for all state contractors with at least 50 employees and a contract with the state for more than $50,000. The original bill, offered by Democratic State Sen. George Barker, would have applied to all state contractors, but the Courts of Justice passed the bill with a substitute amendment containing the new limitations.

In the debate about whether Obama's emphasis on "soft pencil pusher" enforcement is enough, the small patch of common ground between him and his Republican opponents is mandatory E-Verify, which is the strongest "soft" tool. As long as it remains unused on the shelf, Obama has no hope of proving that enforcement without mass arrests and deportations can work. He should immediately request mandatory E-Verify.

The Pew Hispanic Center's annual report on the number of illegal aliens in the U.S. provides this astounding conclusion: The number of illegal foreign workers holding U.S. jobs has remained steady at about 8 million, just barely below the level in 2007 before the recession and disappearance of millions of U.S. jobs. The federal government has been an utter failure at protecting the interests of unemployed Americans.

Senators Chuck Grassley (R-Iowa) and Dick Durbin (D-Ill.) have sent a letter to DHS Secretary Janet Napolitano, outlining their concerns of abuse within the H-1B visa program. The H-1B visa program allots 65,000 3-year visas per year for highly-skilled workers with more than half used by high-tech companies. The 65,000 visa cap for the 2011 fiscal year was reached last week, which could prompt calls for increasing the annual cap.

10:32 a.m. -- Immigration as a topic of pre-speech discussion has been almost nowhere to be seen over the weekend through today.  Give Pres. Obama's strong inclinations toward amnesty and more foreign workers, that should give reason for some relief, I suppose.

We held our breath before his first two SOTU speeches, expecting the worst but happy that he barely mentioned immigration, a signal that he was not going to invest too much political capital in pushing his unpopular amnesty positions.

My church's denominational website is after me again for my and NumbersUSA's efforts to dramatically reduce both legal and illegal immigration. The national religious leadership is especially concerned about the supposed harshness of my language as I continue to use the word "illegal" as an adjective when referring to citizens of other countries who illegally reside in the U.S. and illegally take jobs. But during my interview with a PBS show this afternoon I explained how I am much more offended by the federal government importing foreign workers while 40% of American young adults with high school degrees don't have a job.

Talk to Republicans these days, and everything is about jobs. They campaigned by slamming Democrats for not paying enough attention to the issue in 2009 and 2010, and now that they are in power they are determined to frame their actions in terms of jobs. So the bill to repeal Obamacare is titled the "Repealing the Job-Killing Health Care Law Act." Likewise, when Smith appeared on Fox News on Tuesday and was asked what he will do about illegal immigration, he answered simply, "The main thing we're going to do is create jobs for Americans."

Oh, so many more national religious, media and political leaders are embarassing themselves today, crying out for the Lame Duck Congress to pass the DREAM Act amnesty. They show no interest at all in the 22 million Americans who want a full-time job but cannot find one. Instead, these pro-amnesty cheerleaders are making a last-ditch effort to increase competition for jobs by giving millions of work permits to illegal aliens.

It was a tough job to pick the 50 Members of Congress who over the last two years have shown the most callous indifference to the suffering of unemployed American households. After all, 42% of the 535 Members earned a D+ or LOWER for their actions; 25% earned an F or F-minus, with most of them getting a 0%. All 50 of these "Deserters" are asking voters to re-elect them to Congress in November, and all of them have leadership positions that they failed to use to change immigration policies for the benefit of the most vulnerable Americans.

This is what I wrote today in the nation's largest newspaper: Birthright citizenship is a powerful anchor for keeping illegal workers in a country — and for keeping the jobs they fill out of reach of unemployed legal residents. Every developed nation in the world, — except the USA and Canada, — has rejected citizenship for births to tourists and unlawful foreign residents. It's time to pass simple legislation changing the practice.

Economist's New Study: Immigration Is A Factor In Jobless Recovery

One of the key factors cited by Northwestern University Economist Robert J. Gordon for why our economic recovery isn't doing much to lower the unemployment rate is the competition from immigrant workers. His new study is being referenced in the weekly column by Newsweek's Robert Samuelson. But no sign yet that political leaders in Washington might try to help unemployed Americans by reducing immigrant labor competition.

Dick Armey -- labeled as the "uber-organizer of the tea party movement" by a reporter today -- seems to have labeled as "goofy" most of the grassroots citizens attending tea party events. Armey showed his disdain in a speech at the National Press Club for all those who oppose comprehensive amnesties for millions of illegal aliens and who oppose importing millions of foreign workers during a time of high unemployment. Unemployment Rate Increases in 30 States Plus District of Columbia

The statewide January unemployment rate worsened in 30 states, including the District of Columbia according to a new report issued by the Bureau of Labor Statistics. Five states reported record unemployment numbers -- California, South Carolina, Florida, North Carolina and Georgia. All but South Carolina rank among the states with the highest illegal alien populations.

A rolling national TV and internet ad campaign began this morning that puts the lie to Pres. Obama's speeches that his No. 1 priority is putting Americans back to work. The ads note that he could put millions back to work if he would fully enforce immigration laws -- but he has cut enforcement by 60%. Do what you can to spread these ads everywhere. . . .

SALT LAKE CITY (AP) - Some businesses would have to confirm the immigration status of employees under a bill passed by the Utah Senate but would no longer face criminal penalties if they didn't.

The E-Verify Glass Is Half Full

An evaluation of the E-Verify program conducted about two years ago has just been released. (The 338-page pdf is here.) It estimates, among other things, that about half of illegal aliens who were screened between April and June 2008 managed to foil the system and get approved for employment, and opponents of immigration enforcement are tickled pink.

188,358 Businesses Using E-Verify - Generating 5 Million Inquiries Since October

A new report from the Department of Homeland Security reveals that 188,358 businesses are using E-Verify at nearly 700,000 worksites. More than 50,000 businesses have signed up for E-Verify in the last six months and the number of worksites has almost doubled since January of 2009.
